MEETING NOTICES: NOVEMBER CITY COUNCIL MEETINGS
Items for consideration in November: The
City Council regularly holds its meetings on the
first, second and third Tuesdays of every month. Items
for consideration include; First Reading of Ordinance
No. 491: Cable Television Franchise Agreement with
Frontier Communications Corporation; First Reading
of Ordinance No. 492: Franchise Cable Agreement with
Comcast Cable Corporation.; Approval of Resolution
No. 371: Woodinville Comprehensive Emergency Management
Plan; Approval of Resolution No. 373: Expressing
Substantial Need for Property Tax Bank Capacity;
First Reading of Ordinance No. 493: Set 2010 Property
Tax Levy; First Reading of Ordinance No. 494: Amending the 2009-2010 Budget; First Reading of Ordinance
No. 495: 2009 Employee Classification and Salary
Plan; and Approval of Resolution No. 374: Amending

City Council Public Hearings: The City Council
will hold two public hearings on November 3, 2009:
A public hearing will be held to review the proposed
transfer of the Cable Franchise from Verizon NW Inc.
to Frontier Communication Communications Corporation.
A second public hearing will be held on the proposed
Franchise Agreement with Comcast Cable Corporation.
On Tuesday, November 10, there are two public hearings
scheduled: A public hearing to accept comments on the First Reading of Ordinance No. 487: Final Acceptance
of Department of Ecology's Review and Approval of the City's Shoreline Master Program, and a public
hearing for the First Reading of Ordinance No. 481:
2009 Annual Docket City Wide Zoning Code and Zoning
Map Amendments.
On Tuesday, November 17, a public hearing is scheduled
to Review the proposed modifications ofthe 2009-2010
Biennial Budget, and a public hearing on revenue
sources.
All interested parties may appear and provide testimony
to the City Council. All scheduled public hearings
will all take place in the City Council Chambers,
City Hall located at 17301 133rd Avenue NE. To

month the public has the opportunity to discuss concerns,
issues, or topics with the City Council during the
public comment portion of regular meetings which

City Council Actions in October: In
October, the City Council reviewed and approved the
first reading of Ordinance No. 480: 2009 Annual Docket
Comprehensive Plan Amendments; received the Capital
Improvement Plan update; discussed the Pavement Management
Study; approved a Labor Agreement between the City
of Woodinville Supervisory Unit and the International
Association of Machinists and Aerospace Workers District
Lodge 751 (IAM); approved a Labor Agreement between the City of Woodinville Non-Supervisory Unit and the International Association of Machinists and Aerospace
Workers District Lodge 751 (IAM); received and filed the Treasurer Report for July 2009; approved Resolution
No. 370: Adopting Names for Five Unnamed City Parks;
approved first and second reading of Ordinance No.
488: ZCA09016 for permitting personal services in the General Business Zone; discussed public comment
rules of procedure; and reviewed an update of the
Capital Improvement projects.
CITY NEWS
Construction Updates:

Tourist
District Roundabout Project: Construction work
will continue in November on the Tourist District
Roundabout Project. The City expects that construction
will include lane paving, lane splitter build-out,
landscaping, installation of sidewalks around project
site, and completion of the installation of conduit
for power and irrigation along the project. Traffic
at this intersection will be impacted and delays
are expected. Day and night lane closures may be
necessary to complete the construction. The posted
speed limit through the construction zone has been
reduced to 25 MPH . Please use caution at this intersection. Construction updates, including
lane closures and construction schedules, will
be posted on electronic reader boards near the
project, as well as on the City's website at www.ci.woodinville.wa.us/CityHall/ProjectTouristDistrictRoundabout.asp.

*A roundabout safety video is available on the City's
Tourist District Roundabout web page and is also
broadcast on the Woodinville Television channel (Comcast
channel 21, and Verizon channel 41). The video offers
information on how to drive through a roundabout
and what to expect if you are new to traveling through
a roundabout. Pedestrian traffic is also covered,
so be sure to tune in to WTV to learn more. The video
plays prior to and following the scheduled Council
and Commission meetings.

Sports
Field Project: Construction on the Sports Field
Project, located at the southeast corner of 175th
Street NE and 131st Avenue NE, began on November
2. The $3.8 million contract was approved by the
City Council on August 4.the project includesthe
construction of two new full-size soccer fields which
can be used for baseball or little league fields,
a new synthetic turf field surface, field and pedestrian
lights, and a fitness loop that will surroundthe
facility. The new synthetic turf and night-lights
will allow the new fields to be
utilized year round. Overthe next month, work
will focus on the excavation of the existing turf,
the installation of an under field drainage system,
and the placement of a sand and crushed rock base
layer. Project update information is available

Holiday Shopping Crime Prevention Tips: The
holiday shopping season is a time for fun and excitement,
but it also may bring an increase in criminal activity.
Taking a few preventative measures may help keep
your holiday season safe and fun.
- Shop with friends or family whenever possible.
- Dress casually and comfortably.
- Avoid wearing expensive jewelry.
- Always carry your Drivers License, and carry
onlythe amount of cash, checks, and/or credit
cards you expect to use.
- Stay alert to your surroundings
and be aware of strangers that approach you.
- Avoid carrying large amounts of cash. Pay for
purchases with a check or credit card when possible.
- Keep cash in your front pocket.
- Notifythe credit card issuer immediately if
your credit card is lost, stolen, or misused.
- Keep a record of all your credit card numbers
in a safe place at home.
- Be extra careful if you
do carry a wallet or purse, as these present prime
targets to criminals in crowded shopping areas.
- Avoid overloading yourself with packages.
- Do not place purchases in
a visible location within your car. If you need
to leave them in your car, placethem inthe trunk.
Emergency Preparedness Commission Vacancy: The
City seeks applicants for a vacant position on the
Emergency Preparedness Commission. Qualified applicants
include residents in the Woodinville City limits,
or business owners whose business resides within
Woodinville . The deadline for application submittals
is January 15, 2010. A complete list of the duties
and responsibilities, as well as how to obtain an

Help Prevent Neighborhood Drainage Problems: Drainage
systems are in placethroughoutthe City to help
rainwater find its way to the river. Storm drains
and culverts are an easy way to identify these drainage
systems. Unfortunately, these storm drains and culverts
are also prone to being blocked. Tree leaves are
the largest contributor to a blocked storm drain. The
City is asking residents to follow a few simple tips
to help prevent neighborhood drainage issues.
- Clean the inlets and catch basins (grated
storm drains) in front of your property
- Use a rake or pitch fork to clear leaves
and debris from catch basins to help water drain
easily
- Move leaves that have already collected
on the street 10-12 inches from the curb, allowing
water to flow to the catch basin without carrying the leaves with it.
- Do not put leaves, dirt, grass clippings,
or other materials in ditches, culverts, or storm
drains, as this may cause flooding.
- Try not to rake the leaves from your
yard into the street, as these leaves will flow down
to the nearest storm drain. Also, remember that rotting
leaves diminish the life span of the asphalt that
makes up your street, leading to premature wear,
so proper leaf clean up will help keep your driveway
and the public roadway in good condition.
Winter Snow Removal Schedule: T
he City has developed a Snow and Ice Removal Route
Map which guides most of our snow removal efforts.
During snow events, the City will first plow priority
emergency routes to ensure that essential services
(police, fire, and emergency response services) can
respond to calls. Then the crews move on to arterial
roadways and routes to and from school when it is
in session. Once emergency service routes, major
and minor arterials, and routes to commercial services
are clear, the City will begin clearing residential
streets. The City's resources such as, number of
plows and staff, and the severity of the weather
conditions affect the ability of the City to clear the streets. The Snow and Ice Removal Route Map may

Winter Vehicle Safety and Preparedness Tips: Now's the time to get your vehicle prepared for the winter. Here
are a few tips to ensure that you are ready for driving
in the winter:
- Have good winter tires (with plenty
of tread)
- Carry tire chains, a scraper, and a
bag of sand for traction on ice.
- Have an Emergency Supply Kit in your
car which consists of; a flashlight with extra batteries,
first-aid kit with manual, white distress flag, jumper
cables, flares, bottled water and non-perishable
food items, seasonal supplies that match weather
conditions like blankets, coat (have winter and summer
gear that you can change out during the appropriate
season), change of clothing, gloves, and local maps.
- Do not use cruise control in wintry
conditions, briefly touching your brakes on snow
or ice to deactivate the cruise control can cause
your vehicle to lose control.
- Use your 4-wheel drive system wisely,
as it does not help you to slow down.
- Perform preventive maintenance checks
and service inspections on your vehicle. During the
check or inspection, specifically look for these
items: Antifreeze (check concentration level), belts,
brakes, battery, wiper blades, washer fluid, tire
pressure, proper grade oil, lights, ignition system,
and fuel system.

City Activities:

Woodinville
Light Festival: On Friday, December 4
from 5:30 p.m. to 9:00 p.m., celebrate the
holiday season at the City's Annual Light Festival.
Events will take place at the Carol Edwards Center
(CEC 17301 133rd Ave. NE, Woodinville), and at
Molbak's ( 13625 NE 175th St., Woodinville). Bring the family and stroll through the Carol Edwards
Center gardens to view thousands of holiday lights
before Santa arrives. Santa and the holiday characters
will arrive by fire truck at the Carol Edwards
Center at 6:30p.m. to ring in the holiday season.
After the holiday welcome, Santa will head over
to Molbak's at 7:00 p.m. where all citizens are
guests are invited to take free photos with Santa
from 7-8:30p.m. After getting your picture with
Santa at Molbak's, take a stroll through their
display of over forty varieties of poinsettias
at 34th Annual Festival of Poinsettias.
Holiday Characters will be providing autographs
in the Carol Edwards Center from 6:45 p.m. to 7:15
p.m. and then again at 7:30 p.m. to 8:00 p.m.
Entertainment and music performances will be offered
at both locations, including the Woodinville High
School Jazz Band, which will perform at the CEC from
6:00– 7:00 p.m. The festival will also showcase the
Teen Art Show and Santa's Workshop & craft area.
All activities are free to the public. Free
parking is available at Molbak's, City Hall, and the Carol Edwards Center. A free shuttle service
will be provided for access between the Carol Edwards

Hall Food Donation Box: City Hall will have
its annual food donation box in the lobby of City
Hall throughout the months of November and December.
